The Council of Federation of the Federal Assembly of the Russian Federation held an EPCRD seminar “Modern technologies to support parliamentary activities - traditions and challenges" in Saint Petersburg (19-21 September 2013). This seminar was organized by the Council of Federation, in cooperation with the Secretariat of the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States (IPA CIS), in the framework of the ECPRD Area of interest "Parliamentary Practice & Procedures". The purpose of the seminar was to reveal the modern trends in the parliamentary practice conditional with the new technologies of information and expert opinions’ delivery to the MPs.

The presentations were not only about modification of traditional procedures of bill drafting (like a shift from printed to digital docflow), but also about recent innovations in organizing of expert support, debates with civil society including the use of external sources of information and research and public access to the legislative activity. Special attention was devoted to the aspects of new ICT possibilities' (internet, mobiles, etc.) and of social media influence (Twitter, Facebook, blogs etc) on the traditional civil service tasks to support different kinds of parliamentary activity.
