2 - Summary: 

On 8 January 2014, the Council of Ministers, the collective executive decision-making body of the Polish Government, adopted the National Integrated Informatisation Programme (PZIP). This is a strategic document that describes how high quality electronic public services can be delivered to the public.

3 - Description: 

PZIP is one of three strategic documents adopted on 8 January. The other documents are the Operational Programme for Digital Poland (POPC) and the National Broadband Plan (NPS). Together these documents define the activities and available funding for the development of digitisation in Poland up until 2020.

PZIP aims to create a coherent, logical and efficient information system state, providing eServices in an efficient manner in terms of quality and cost. It will enable co-operation between existing and new ICT systems of public administration, while eliminating any duplicative functionality. The fulfilment of these objectives will be measured in terms of the proportion of citizens and businesses that use eGovernment services and the level of user satisfaction.

There are many current eServices available, such as setting up a business on the Internet, and eRegistration for the unemployed and job seekers. However, currently these services are often decentralised and uncoordinated, and thus require the citizen to know what and where the services are, and how to use them. The aim of PZIP is to provide all eServices in one place, so that they are easy to find and use.

eServices are improving the quality of life - not only in the physical but also the social dimension. PZIP is therefore committed to their development. In the future it will be possible, amongst other things, to issue eCertificates for the right to vote, register online with a doctor, or issue electronic invoices for the administration.

PZIP indicates the priority areas in which new eServices need to be developed. These include such areas as the labour market (notably the possibility of electronically viewing jobs in the public sector across the country), health, economic activity and tax affairs.

The goals of PZIP include:

  • Provision of a single place to access all eServices. This place will be the improved eGovernment portal ePUAP (the Electronic Platform of Public Administration Services). The primary means of verifying the identity of the citizen in dealing with the public via the Internet will be the ePUAP Trusted Profile (a type of free electronic signature).
  • Use of IT tools for open government to enable citizens to be more involved in decision-making and use their knowledge and skills.
  • Exploitation of the potential of public sector information. Access to this information not only gives greater transparency in public administration, but it is also an important factor in the development of the information society. For example, it broadens participation in digital culture, and increases citizens’ activity and involvement in public life.

PZIP was developed in close cooperation with the other ministries and public institutions that will actively participate in the implementation of the actions envisaged in PZIP and the resulting projects related to the digitisation of the state. The implementation of PZIP will also involve local government administrations and take into account their current achievements.
