The 27^th Pre-conference of Library and Research Services for Parliaments was held in Puerto Rico on 12-15 August 2011. The IFLA Conference theme was “Libraries beyond Libraries: Integration, Innovation and Information for All.”

On 12 August, the Global Centre for ICT in Parliament, the Office of Legislative Services of the Legislative Assembly of Puerto Rico and the IFLA Library and Research Services for Parliaments Section, held a one-day training titled "Leveraging Technology for Parliamentary Libraries and Research Services of Latin America and the Caribbean".
