The Parliamentary Development Project for Ukraine has worked with the Division of Computerized Systems of the Verkhovna Rada of Ukraine and the Institute of Telecommunications and Global Information Space of the National Academy of Sciences of Ukraine to provide the Ukrainian translation of the original English language World e-Parliament Report 2012.

The Obama administration is seeking tougher sentences for people who are found guilty of hacking or other digital offenses, two officials said. Associate Deputy Attorney General James Baker and Secret Service Deputy Special Agent in Charge Pablo Martinez said the maximum sentences for cyber crimes have failed to keep pace with the severity of the threats. Martinez said hackers are often members of sophisticated criminal networks.

There is no such thing as 100 percent security, on- or offline, but we must strive to strengthen our defenses against those who are constantly working to do us harm. There are some in Congress who resist taking action on cyber-threats this year, but we must put partisan politics aside, given the danger of this threat. The alternative could be a digital Pearl Harbor — and another day of infamy.

International body ICSPA to fight cybercrime globally

Japan to fine or jail computer virus creators

Japan will punish people who create or wilfully spread computer viruses with fines and prison terms of up to three years under a new law enacted by parliament. Under the law, police can seize email communication logs of suspects from Internet service providers, among other information. The action, which has met with opposition from privacy and free speech advocates, brings Japan a step closer to concluding the Convention on Cybercrime, a Europe-led effort.

Turkey Detains 32 Suspected of Planning to Hack Web Sites

The Turkish police have detained 32 members of Anonymous, a collective of professed activists, on suspicion of planning attacks on a number of web sites, the Turkish state-run news agency Anatolian reported. The action came in response to a complaint from Turkey’s directorate of telecommunications, whose web site was taken down on Thursday as part of a protest against what Anonymous says is government censorship of the Internet.
