Standards for documents – especially open standards, such as XML, for tagging the elements of records so that they can be interpreted properly by computers for editing, rendering, searching, exchanging, and preserving – are vital. Documents prepared in proprietary formats limit the capacity for meeting future requirements, and ultimately cost more money to maintain. However, there is no doubt that implementing open standards such as XML poses a number of challenges.
