The Parliamentary Development Project for Ukraine has worked with the Division of Computerized Systems of the Verkhovna Rada of Ukraine and the Institute of Telecommunications and Global Information Space of the National Academy of Sciences of Ukraine to provide the Ukrainian translation of the original English language World e-Parliament Report 2012.

The World e-Parliament Conference 2012 was held at the Chamber of Deputies of Italy, in Rome, on 13, 14 and 15 September.

The OECD issued a communication on developing Internet policy that puts pressure on ISPs to take responsibility for policing their networks. [...] But civil liberties groups, worried that it puts too much emphasis on intellectual property enforcement, have criticized the text.

Key players in the Internet world stressed that the "light touch" approach to regulation, along with a free flow of information remained vital to life on the web, the OECD said on after a two-day meeting. But governments "should improve their efforts to protect personal data, the freedom of expression, and other fundamental rights online," the meeting of OECD governments, businesses bodies and technical experts agreed.

The Dutch may become the first in Europe to use Skype and other web-based services on smartphones for no extra charge. On 22 June, the Dutch Parliament passed a law stopping mobile operators from blocking or charging extra for voice calling done via the net.

The Internet advances the cause of freedom more effectively than ballistic missiles and Hellfire-equipped drones; at least that’s the conventional wisdom among US diplomats and policymakers. “Information freedom supports the peace and security that provide a foundation for global progress” is how Secretary of State Hillary Clinton put it in a speech last January, her first on democracy and the Internet. George W. Bush’s “freedom agenda” is out; the Twitter agenda is in. Unfortunately, this kind of technological romanticism relies on false historical analogies and sloppy thinking.

Tough new internet rules in India have been met with a mixed reaction from web users and online businesses. Google has warned they could threaten online freedom. The government claims they will save lives.

The world's most powerful internet and media bosses are gathering in Paris for a two-day meeting hosted by French President Nicolas Sarkozy. The debate over whether - and how far - to regulate the internet is expected to dominate the forum. The conclusions of the event are to be presented to the G8 summit later in the week at the French resort of Deauville.

Cyberattacks, politically motivated censorship, and government control over internet infrastructure are among the diverse and growing threats to internet freedom, according to Freedom on the Net 2011: A Global Assessment of Internet and Digital Media, a new study released by Freedom House.
